Why does the AdBlue system warning appear together with P0299?

Because the blockage in the exhaust also puts the AdBlue system and the particulate filter out of action, and each control unit logs its own code. The warning is a consequence: working on the AdBlue system will not get the engine started.

The engine cranks but will not start: is the fuel system worth looking at?

With P0299 active on this engine the diesel is arriving normally; it is the exhaust gases that cannot get out. Before stripping the fuel system, check the turbocharger.

Can the vehicle be driven to the workshop under its own power?

No: in this case the engine does not restart at all. The vehicle has to be recovered.
